Orgs hold protest rally, demand CBI inquiry into scribe attack case

ITANAGAR, Jul 20: Various organizations under the initiatives of Arunachal Pradesh Women Welfare Society (APWWS) took out a silent peace protest march from Akashdeep here to Governor’s Secretariat holding placards, posters and banners against the recent brutal attack on Tongam Rina, Associate Editor of Arunachal Times and also Publicity Secretary of APWWS and various crimes against women and children in the State.

Later, a five members delegation led by APWWS president Gumri Ringu and Secretary Samnem Ngemu Lego met the Governor and submitted 4- point memorandum to him demanding CBI inquiry into Tongam Rina shoot out case so that culprit is nabbed at the earliest.

“Bail should not be granted in heinous crimes like rape and murder in order to check criminals and crimes against its citizens and women in particular,” the memorandum said.

Other demands included installation of surveillance gadgets like CCTV cameras in the strategic points of the Capital Complex to maintain law and order and setting up District Grievances Cell in order to facilitate easy access of legal aid to victimized women and girl child.

After giving a patience hearing on the issues, the Governor assured to take up the matters immediately.

“Let the law take its own course,” the Governor said and  appealed to all concerned, including various NGO’s, Civil Societies to cooperate with Police and Administration to nab the culprit.

He also appealed for maintaining peace and communal harmony in the State while assuring to maintain law and order in the State.

The peace march was joined by the members of NNA, AITF, GWS, NBCC (Women Deptt.), Friends for Life, NAWO, Doimukh Nyem Welfare, Action Aid Society, Hiri Moro Society, Bogo Sisters SHG, RGU CWA, Polo Colony Fellowship Committee, Dony Polo Naharlagun, Baptist Church Model Village etc. along with thousands of their members.

A massive protest rally was also held at Likabali demanding CBI inquiry into the Tongam case. The procession started from Likabali bazaar all the way to SDO office where they submitted a memorandum addressed to Deputy Commissioner demanding a CBI inquiry into the case.

The rally was participated by women folk, students, youths, public leaders and shopkeepers of Likabali, and it was organized jointly by Likabali Youth Volunteer Association and Likabali Welfare Society.

 

 

CM assures to nab culprit/s

ITANAGAR, Jul 20:  Chief Minister Nabum Tuki today said that no stone will be left unturned to nab the attacker(s) of senior journalist Tongam Rina. His assurance came during one-on-one meeting with Press fraternity at CMO here this afternoon. Tuki also said that he had directed the police department to carry out extensive enquiry in time- bound manner to nab the culprit(s). He added that the shooting case would be handed over to other premier investigative agencies if the state police fails to achieve a breakthrough.  He also assured to provide security to all the media houses in and around Capital Complex and informed that high definition CCTV camera will be installed in all the strategic locations for security purposes.

He further suggested the proprietors of media houses to deploy own security personnel for whom his government would provide arms license.  

The CM  invited the members of media fraternity to discuss the prevailing situation after unidentified gunman shot at Tongam Rina, the associate editor of The Arunachal Time. The Chief Minister also appealed to the Press fraternity to reconsider its decision regarding ban on Govt. news and advertisements in greater interest of the state. The  press fraternity was  led by Arunachal Press Club President Taba Ajum and Arunachal Pradesh Union of Working Journalists general secretary Dodum Yangfo.

 

 

All possible steps taken to solve the scribe attack case’

ITANAGAR, Jul 20: The Capital Complex police have taken the 15th July 2012 attack on Arunachal Times Associate Editor Tongam Rina as a challenge and taken all possible steps to solve the case at the earliest, said Capital SP Hibu Tamang in a release today.

“Crimes are of three types – violent, economic and property - of which the first one is violent and blind without clues many a times that makes the investigation very very tough and challenging. But at the directive of Chief Minister Nabam Tuki and DGP Kanwaljeet Deol a special investigation team led by the SP and under the direct supervision of DIGP HGS Daliwal swung into action the same night”, the release said.

The release further said that  the team comprising ASP DP Dutta, SDPO Taru Gusar, inspector Make Bui, SIs I Ete, C A Namchoom and D Bagra since launching the probe has so far rounded up about half a dozen persons and maintaining vigilance on dozen others while probing various angles to crack the case.     

While taking note of the grievances of the masses, the chief minister has issued specific directives to not tolerate lawlessness and to not allow any criminal to go scot free and deal with the situation with an iron hand, the SP said.

On the investigation into 15th April 2012 vandalization of Arunachal Times office,  the release said that though the police had collected the CCTV camera footage depicting figures of few youths but the faces are not clear because of poor resolution. Therefore, the figures could not be identified which was a drag in the process of investigation. However, the probe is on with full commitment, he said.

 “Police being human beings cannot be expected to be omnipresent and omniscient. Therefore we seek the wholehearted willing cooperation of the civil society to crack the cases and also to maintain law and order to restore the confidence of the people,” the release said.

The DGP has already announced a cash reward of Rs 2 lakh for informer on the Tongam Rina attack case, while any one giving vital clue/s of 15th April 2012 vandalization of Arunachal Times office will also be suitably rewarded and the identity of the informers will be kept secret. Orgs react strongly while condemnations pour in

ITANAGAR, Jul 20: A six-member team from Arunachal Pradesh Literary Society (APLS), including its president Y D Thongchi, general secretary Tokong Pertin, assistant general secretary Dr Pekba Ringu, coordinator RN Koley, executive members – Batem Pertin and Roman Bora visited Tongam Rina, Associate Editor of The Arunachal Times at Ramakrishna Mission Hospital yesterday.

Thongchi enquired about her health and prayed for her swift recovery.

APLS condemned the attack on the journalist on Sunday last.

Condemning shooting incident and increasing unlawful activities in the Capital city in strongest term, the Apatani Socio-Cultural Welfare Society, Itanagar demanded early arrest of all those responsible for harming Tongam and award exemplary punishment to the culprit/s so that no such case is repeated in future.

“Attack on journalist is akin to attack on democracy,” Apatani Socio-Cultural Welfare Society, Itanagar said and appealed that no political and communal colour be attached to such incidents. Let’s work together and ensure justice for Tongam, it added.

Condemning the attack, Karko Ao Welfare Association, All Arunachal Pradesh Border Students demanded the Government to take necessary steps to nab the culprits and give exemplary punishment to those involved in the life attempt on journalist so that no other person ever think of doing such incidence in near future.

While condemning the attack on Tongam Rina, the Tagin Culture Society and All Tagin Students’ Union (ATSU) said entire people of Arunachal Pradesh should fight together against such gun culture. Both the organizations appealed all sections of the society to fight for justice and appealed the state Govt to nab the attacker on Tongam immediately.

 

 

Joy of reading’ workshop in Roing

ITANAGAR, Jul 20: As a part of Community Initiative Programme, the RIWATCH organized “Joy of Reading” workshops in association with Lohit Youth Library Network to promote good reading habits among the school going children of different schools in and around Roing, Lower Dibang Valley.  The Coordinator Satyanarayanan, Mundayoor stressed upon the teachers to adopt play way method of teaching, story-telling and use low cost teaching aids to make learning more joyful and enjoyable. The workshop session included story-telling, story-reading and poetry recitation from Mary Ann Hobberman’s “You read to me, I’ll read to you”. The children found the poetry quite interactive and stimulating.  

Around 200 children of Govt. Middle School and Future Generation School from Abali and Hornbill School and Anakum Academy from Roing benefited from the programme.

At the initiative of RIWATCH, a “Chinzigoma Library” has been started at Abali village. About 30 readers, including school dropouts, visiting the library every day is quite encouraging. A young reader, Sujata sitting in Chinzigoma Library remarked to her friends “what wonderful books, very interesting, very interesting !”

The RIWATCH proposes to extend the reading campaign to other schools in Dibang Valley region during the year.

 

 

Restore Yembung hydel project’

ITANAGAR, Jul 20: Expressing displeasure over the Hydro Power Department for their failure to restore the damaged portion of Yembung Hydel which was washed away in June 24 last, the All Adi Youth Association (AAYA) urged the concern department to restore it immediately.

The association said that due to non-restoration of the said hydel, many villages under Kebang circle are still reeling under darkness as the power supply from Ranganadi Hydro Power Project is not sufficient enough to feed all the villages.  The association further taking serious note over the irregular supply of electricity at general hospital Pasighat, demanded the concerned authority look into the matter immediately and threatened to launch movement against the authority if their demand is not fulfilled.

It further alleged that some of teachers of Government Kebang Secondary School are engaging themselves in personal business instead of concentrating on their duty. It appealed to the concerned authority to check activities of teachers and post subject teachers in the said school early as possible.

Pakke-Kessang reels under darkness

ITANAGAR, Jul 20:  The picturesque Pakke-Kessang one of the circle headquarter in East Kameng has been reeling under darkness following the non-functioning of its mini hydel project. This was informed by Alang Tupte Palove Suchung Lamta Development Committee in a release today. The committee said that due to non-availability of electricity at circle, all the administrative works have been hampered. Students are also badly affected due non-availability of power, it said. It added that power crisis has forced the government officials to stay out of station. Committee further alleged that despite the non-supply of electricity to public the power department is collecting electricity bill from every household.

 

Minor student raped

ITANAGAR, Jul 20:  In a shocking incident a minor school girl (13) of government I V School Lomlo under Deomali circle in Tirap district was reportedly raped by a teacher, police said.

The accused (40) has been arrested on 15th July last and kept in Deomali police station under  section 376 IPC, following the first information report lodged by the parent, police sources said.

In its FIR parent alleged that the teacher has been raping the minor student over the last few months. It was also alleged that accused threatened to kill her (minor girl student) if she reveals the incident, police added.

Meanwhile, Deomali police station informed this daily that accused has already confessed his guilt. However, it added that they are awaiting medical examination report.

 

AR nabs hardcore NSCN (K) cadre

ITANAGAR, Jul 20: Assam Rifles (AR) apprehended a hardcore NSCN (K) cadre in Tirap yesterday.

A well planned joint operation by AR was carried out in Khonsa which led to the apprehension of SS Pvt Winnok Nokbi. Extortion note, money and a pair of combat shoe were recovered from the cadre.

Winnok Nokbi, from village Muktwa, Tirap District was tasked by Self Style Maj Johan to extort money from Khonsa Market. Apprehension of the cadre has not only dented the morale of the cadres but also gave a major blow to the extortion racket being run by cadres of NSCN faction in Khonsa.

 

ALSSU bandh passes off peacefully

ITANAGAR, Jul 20: The first phase of 12 hrs Lower Subansiri district bandh called by the All Lower Subansiri Students Union (ALSSU) on July 18 in protest against the District Administration’s failure to fulfill its two points demand passed off successfully. There was no bandh related incidence during the bandh, informed ALSSU Convenor Tanya Agu.

ALSSU has been demanding  eviction of Government land encroachers in Ziro and its adjacent places and maintenance of proper sanitation in Ziro Valley by Urban Development department.

Meanwhile, ALSSU in its executive body meeting has decided to go for its second phase of 36 hrs district bandh on August 14 and 15, if its two-point demands were not met.

The meeting also decided to observe August 15 as ‘Black Day’.

 

‘Ban tinted car windows’

ITANAGAR, Jul 20:  All Nyishi Youth Association (ANYA) appealed to the state government to ban using of tinted or black film on the windows of four wheelers on security ground as per the Supreme Court direction.

It said that all the states have already banned using of tinted windows in four wheelers, but Arunachal Pradesh is not following the direction so far.

 

‘Demand unfortunate and misguiding’

ITANAGAR, Jul 20: Reacting to  the proposed 12 hrs Capital Complex bandh call on July 23 by Arunachal Pradesh Democratic Youth Association (APDYA), the Arunachal Below Poverty People’ Union today said that APDYA’s demand for the removal of the present Director of School Education is unfortunate and misguiding one.

It said that the charges framed against the Director are unfounded.

Regarding allegation on illegal appointment, the union said that clarification was given by DSE earlier and if the association is not satisfied, it may challenge it in the court of law.

All Naharlagun Youth Welfare Association also opposed the proposed bandh call and urged the bandh callers to withdraw it.

It said that general public including daily wage earners and medical patients face lots of difficulties during such bandh.

 

Promote WI as JE : AAPWU

ITANAGAR, Jul 20: All Arunachal Pradesh Workers’ Union (AAPWU) has appealed to the higher authorities of concern department to promote the senior most works inspectors as junior engineers under the five per cent reservation quota as per the recruitment rules. The AAPWU said that though there is a provision for promotion of work inspectors (WIs) as JEs under RR, the no single WI has been promoted since last 15 years.

ITANAGAR, Jul 20: Barah Tayam Capital Complex Youth Welfare Association has felicitated the meritorious students of its clan at Nikum Niya Hall.

The toppers of Cl-X, Cl-XII Arts, Commmerce and Science, Graduates and Post Graduates Students were honoured with  certificate and cash amount.

Liveyana Tayam, who secured  92.2% in class XII arts was the highest among the achievers. APPSCE achiever Kasep Tayam hailing from East Siang was also honoured on the occasion.

 

Orgs hope for amicable solution

ITANAGAR, Jul 20: All Arunachal Pradesh Youth Forum (AAPYF), Arunachal Pradesh Abo-Tani Clans Youth Organization (APATCYO) and All Nyishi Youth Council (ANYC) in joint press release said that the organization trio has discussed the issues including illegal land allotment to non-APSTs and increase of age criteria of APST candidates in APSCS examination with a Govt representative yesterday.  After the discussion, the trio organization decided to temporarily suspend its proposed 72 hours capital bandh call saying they were assured to take up their issues before cabinet for discussion.  It hoped for better and amicable solution to their demands.

Enhance monthly salary

Dear Editor,

With appreciating the role of private institutions/schools of the capital complex for sharing the problems of unemployed youth especially for unemployed DIET/B.Ed holders I would like to request to the owners/authorities of the private schools to enhance the salary at least up to  basic level in the private schools of Capital Complex.  We are very happy to see the advertisement for the requirement of teachers in private schools and it mentioned that the candidate must have  fluency in English/should be well-trained and negotiable salary/handsome salary/2000-3000 pm.

While taking admission in the school they/school authorities promised the parents to provide quality education to the students in their school. But I confused that, could they provide quality education to the students while paying meager salary? Don’t expect that the well trained/fluency in English teachers will devote all his time in the school to get invisible pm salary. Everybody knows that it is very difficult for the low-income group families to live in the capital because of the sky rocketing price.

So, I request to the   concerned administration to enhance the salary  of  private school teachers so that they could meet their daily minimum requirement while teaching in the private schools.

Upgrade VKV schools and accommodate students

Dear Editor,

Through your esteemed daily, I would like to highlight some realities  that the VKVians  are facing in Arunachal Pradesh.

The VKV schools are one of the pioneer schools in Arunachal Pradesh. The VKV schools have produced many brilliant students who are now holding top positions in the government and in public life. There are more than 35 VKV schools in Arunachal Pradesh and more VKV schools are coming up in the state. Barring three higher secondary schools, rest are secondary schools.

The VKV students after passing out  the secondary level do not find admission in the VKV schools itself. The parents of VKVians run from pillar to post  to get admitted their wards at higher secondary level. But, ironically the VKVs are not bothered to help the parents and shoulder the responsibility of its own students. At the end, the parents are compelled to put their wards in other schools against their wish.

The prima age of the students is at the level of higher secondary school and it is the formative age during which students can improve their  knowledge and skills  for their bright future. But, it seems that instead of helping the students, the VKV schools disown their students without making arrangement for studies at the higher secondary level.

Now, the question is why the VKVs are not upgrading their schools to higher secondary level to accommodate the VKV products. Are they not willing to take the responsibilities of their own VKV students ? Are they not capable of taking such responsibilities ?

It is seen that many VKV students are found loitering in search of good  education and environment every year, but alas, only few students have luck to get such schools, because of which many VKV students have spoiled their lives.

Therefore, it is strongly urged upon the VKV Trust to upgrade as many as higher  secondary schools to absorb its own feeder schools instead of opening so many  secondary schools, so that VKV students may not face any problem in getting admission in the higher secondary level.

Hope, VKV Trust would certainly take this issue seriously and initiate action at the earliest and upgrade some high secondary schools to higher secondary level from the next academic year.

Media should be protected

Dear Editor,

I personally condemn the brutal attack on Tongam Rina, Associate Editor of the Arunachal Times. It is a shame for the most cultured people and civil society of Arunachal Pradesh. Every section of people should come forward to protest such brutal attack and to protect the journalists and media which is regarded as most important pillar of the democracy. We pray the God for quick recovery of the journalist.

Urgent health needs remain unattended

Every year, neglected tropical diseases (NTDs) affect more than one billion people and kill more than half a million people across the world. Despite these figures, historically there has been little focus on NTD-related research, public health services, or drug and vaccine development. But according to the report on  Neglected Tropical Diseases this trend is beginning to change.

The report measured NTD coverage in scientific publications across the world between 1992 and 2011, using data from Web of Science, an online database that covers 11,500 journals worldwide. During the time period analysed, more than 73,000 papers on NTDs were published. Most of these focused on a single disease, and articles covered diverse aspects of NTDs, ranging from the biology of disease vectors to healthcare solutions.

Of the NTDs evaluated, dengue fever is one of the diseases covered most frequently by research papers, particularly between 2002 and 2011.

While recognizing that there has been a steady increase in resources for NTD research and development, significant scientific breakthroughs are still sorely needed, experts said. The urgent health needs of the majority of the global population are still unattended, current R&D efforts are fragmented, and sustainable financing mechanisms are scarce.
