Orgs hold protest rally, demand CBI inquiry into scribe attack case
ITANAGAR, Jul 20: Various organizations under the initiatives of Arunachal Pradesh Women Welfare Society (APWWS) took out a silent peace protest march from Akashdeep here to Governor’s Secretariat holding placards, posters and banners against the recent brutal attack on Tongam Rina, Associate Editor of Arunachal Times and also Publicity Secretary of APWWS and various crimes against women and children in the State.

“Bail should not be granted in heinous crimes like rape and murder in order to check criminals and crimes against its citizens and women in particular,” the memorandum said.
Other demands included installation of surveillance gadgets like CCTV cameras in the strategic points of the Capital Complex to maintain law and order and setting up District Grievances Cell in order to facilitate easy access of legal aid to victimized women and girl child.
After giving a patience hearing on the issues, the Governor assured to take up the matters immediately.
“Let the law take its own course,” the Governor said and appealed to all concerned, including various NGO’s, Civil Societies to cooperate with Police and Administration to nab the culprit.
He also appealed for maintaining peace and communal harmony in the State while assuring to maintain law and order in the State.
The peace march was joined by the members of NNA, AITF, GWS, NBCC (Women Deptt.), Friends for Life, NAWO, Doimukh Nyem Welfare, Action Aid Society, Hiri Moro Society, Bogo Sisters SHG, RGU CWA, Polo Colony Fellowship Committee, Dony Polo Naharlagun, Baptist Church Model Village etc. along with thousands of their members.
A massive protest rally was also held at Likabali demanding CBI inquiry into the Tongam case. The procession started from Likabali bazaar all the way to SDO office where they submitted a memorandum addressed to Deputy Commissioner demanding a CBI inquiry into the case.
The rally was participated by women folk, students, youths, public leaders and shopkeepers of Likabali, and it was organized jointly by Likabali Youth Volunteer Association and Likabali Welfare Society.

Therefore, the figures could not be identified which was a drag in the process of investigation. However, the probe is on with full commitment, he said.
“Police being human beings cannot be expected to be omnipresent and omniscient. Therefore we seek the wholehearted willing cooperation of the civil society to crack the cases and also to maintain law and order to restore the confidence of the people,” the release said.
The DGP has already announced a cash reward of Rs 2 lakh for informer on the Tongam Rina attack case, while any one giving vital clue/s of 15th April 2012 vandalization of Arunachal Times office will also be suitably rewarded and the identity of the informers will be kept secret. ITANAGAR, Jul 20: In a shocking incident a minor school girl (13) of government I V School Lomlo under Deomali circle in Tirap district was reportedly raped by a teacher, police said.
The accused (40) has been arrested on 15th July last and kept in Deomali police station under section 376 IPC, following the first information report lodged by the parent, police sources said.
In its FIR parent alleged that the teacher has been raping the minor student over the last few months. It was also alleged that accused threatened to kill her (minor girl student) if she reveals the incident, police added.
Meanwhile, Deomali police station informed this daily that accused has already confessed his guilt. However, it added that they are awaiting medical examination report.
AR nabs hardcore NSCN (K) cadre
ITANAGAR, Jul 20: Assam Rifles (AR) apprehended a hardcore NSCN (K) cadre in Tirap yesterday.
A well planned joint operation by AR was carried out in Khonsa which led to the apprehension of SS Pvt Winnok Nokbi. Extortion note, money and a pair of combat shoe were recovered from the cadre.
Winnok Nokbi, from village Muktwa, Tirap District was tasked by Self Style Maj Johan to extort money from Khonsa Market. Apprehension of the cadre has not only dented the morale of the cadres but also gave a major blow to the extortion racket being run by cadres of NSCN faction in Khonsa.
ALSSU bandh passes off peacefully
ITANAGAR, Jul 20: The first phase of 12 hrs Lower Subansiri district bandh called by the All Lower Subansiri Students Union (ALSSU) on July 18 in protest against the District Administration’s failure to fulfill its two points demand passed off successfully. There was no bandh related incidence during the bandh, informed ALSSU Convenor Tanya Agu.

‘Ban tinted car windows’
ITANAGAR, Jul 20: All Nyishi Youth Association (ANYA) appealed to the state government to ban using of tinted or black film on the windows of four wheelers on security ground as per the Supreme Court direction.
It said that all the states have already banned using of tinted windows in four wheelers, but Arunachal Pradesh is not following the direction so far.

ITANAGAR, Jul 20: Reacting to the proposed 12 hrs Capital Complex bandh call on July 23 by Arunachal Pradesh Democratic Youth Association (APDYA), the Arunachal Below Poverty People’ Union today said that APDYA’s demand for the removal of the present Director of School Education is unfortunate and misguiding one.
It said that the charges framed against the Director are unfounded.
Regarding allegation on illegal appointment, the union said that clarification was given by DSE earlier and if the association is not satisfied, it may challenge it in the court of law.
All Naharlagun Youth Welfare Association also opposed the proposed bandh call and urged the bandh callers to withdraw it.
It said that general public including daily wage earners and medical patients face lots of difficulties during such bandh.

ITANAGAR, Jul 20: All Arunachal Pradesh Workers’ Union (AAPWU) has appealed to the higher authorities of concern department to promote the senior most works inspectors as junior engineers under the five per cent reservation quota as per the recruitment rules. The AAPWU said that though there is a provision for promotion of work inspectors (WIs) as JEs under RR, the no single WI has been promoted since last 15 years.

to enhance the salary at least up to basic level in the private schools of Capital
Complex. We are very happy to see the advertisement for the requirement of teachers
in private schools and it mentioned that the candidate must have fluency in English/should

Upgrade VKV schools and accommodate students
Dear Editor,
Through your esteemed daily, I would like to highlight some realities that the VKVians are facing in Arunachal Pradesh.
The VKV schools are one of the pioneer schools in Arunachal Pradesh. The VKV schools have produced many brilliant students who are now holding top positions in the government and in public life. There are more than 35 VKV schools in Arunachal Pradesh and more VKV schools are coming up in the state. Barring three higher secondary schools, rest are secondary schools.
The VKV students after passing out the secondary level do not find admission in the VKV schools itself. The parents of VKVians run from pillar to post to get admitted their wards at higher secondary level. But, ironically the VKVs are not bothered to help the parents and shoulder the responsibility of its own students. At the end, the parents are compelled to put their wards in other schools against their wish.
The prima age of the students is at the level of higher secondary school and it is the formative age during which students can improve their knowledge and skills for their bright future. But, it seems that instead of helping the students, the VKV schools disown their students without making arrangement for studies at the higher secondary level.
Now, the question is why the VKVs are not upgrading their schools to higher secondary level to accommodate the VKV products. Are they not willing to take the responsibilities of their own VKV students ? Are they not capable of taking such responsibilities ?
It is seen that many VKV students are found loitering in search of good education and environment every year, but alas, only few students have luck to get such schools, because of which many VKV students have spoiled their lives.
Therefore, it is strongly urged upon the VKV Trust to upgrade as many as higher secondary schools to absorb its own feeder schools instead of opening so many secondary schools, so that VKV students may not face any problem in getting admission in the higher secondary level.
Hope, VKV Trust would certainly take this issue seriously and initiate action at the earliest and upgrade some high secondary schools to higher secondary level from the next academic year.

Every section of people should come forward to protest such brutal attack and to protect the journalists and media which is regarded as most important pillar of the democracy. We pray the God for quick recovery of the journalist.

Urgent health needs remain unattended
Every year, neglected tropical diseases (NTDs) affect more than one billion people
and kill more than half a million people across the world. Despite these figures,
historically there has been little focus on NTD-
The report measured NTD coverage in scientific publications across the world between 1992 and 2011, using data from Web of Science, an online database that covers 11,500 journals worldwide. During the time period analysed, more than 73,000 papers on NTDs were published. Most of these focused on a single disease, and articles covered diverse aspects of NTDs, ranging from the biology of disease vectors to healthcare solutions.
Of the NTDs evaluated, dengue fever is one of the diseases covered most frequently by research papers, particularly between 2002 and 2011.
While recognizing that there has been a steady increase in resources for NTD research and development, significant scientific breakthroughs are still sorely needed, experts said. The urgent health needs of the majority of the global population are still unattended, current R&D efforts are fragmented, and sustainable financing mechanisms are scarce.
